Charging Monterey county TOT for Carmel rental

I am trying to decipher the requirements or charging TOT for a Carmel vacation rental. I've noticed many listings charging a 10.5%TOT for rentals less than a month. I know that Carmel has an ordinance prohibiting short term rentals, but it seems that it is commonly done by individual owners based on the VRBO listings. (Carmel also has an ordinance prohibiting wearing high-heel shoes:-) My impression is that as long as your neighbors don't complain Carmel isn't spending a lot of time trying to enforce this ordinance. But I would want to be on the up and up regarding any County TOT tax requirement. If anyone has any experience with this I'd appreciate understanding it better.
